All the Way Down is the third episode of the the fourth season of Snowfall. It is the thirty-third episode overall.

Outline

Franklin's troubles extend beyond the gangs, putting Cissy in jeopardy. Teddy and Gustavo seek revenge.

Gustavo
[]

Upon discovering Hernan and Nuvia murdered in their own home with a message written in blood, the only thing running through Gustavo's mind is vengeance against Fuentes and his dirty cops as he sits in their home with a sawed off shotgun in hands. Someone pulls up to the house and he has the gun on standby. Teddy enters the home and he holds his weapon back. Teddy heads into the kitchen find a blanket covering both Hernan and Nuvia. He examines the bodies and discovers the $100,000 blood message left for them. Teddy then hears Gustavo grabbing a bunch of guns as he plots revenge. Teddy tells Oso he is going to get himself killed. He guarantees Oso he can handle this but another way, but Oso won't listen to reason as he shoves Teddy to the ground and exits the house. Teddy then gets off the floor to chase after him only to see him speed off in his truck.


Franklin
[]

Franklin is at the diner reading a book when he sees Nix entering the place. Nix sits down, noticing his sandwich was barely touched, asking if he wasn't hungry. Franklin then tells him his stomach wasn't feeling well and Nix says that stress will do that. Franklin then also points out him showing up to his father's shelter and getting into his face. Nix then accuses him of trying to have him killed and Franklin makes it known he offered top dollar to handle a job, and notes if he didn't like it, that would be fine. Franklin then warns Nix to stay away from his family. Nix calls his bluff and Franklin lets him have the sandwich as he gets out of his booth. Nix claims that Franklin is forgetting something and Franklin reminds him that he took weekly payoffs over the course of 4 months and suggested to him that he does his job, take the usual cut, and keep his mouth shut. Franklin then walks away.


Gustavo
[]

Gustavo is sitting outside the Tijuana police station in his truck. He grabs his guns and exits the truck as he prepares to go guns blazing in the police station, only to be knocked unconscious with the butt of a shotgun. Gustavo then awakens to find himself bound and duct taped to a chair. He then spots a bunch of suited guys and asked them if they are the ones who 'lick Fuentes' balls'. There was no answer from either person. There is a loud bang and one of the men let Teddy inside. The men leave as Teddy pulls out a pocket knife to unbind Oso, who is now curious to know who those men were. Teddy told him they were DFS. Gustavo is surprised he would call Mexican Feds on him and Teddy explains he was stopping him from being a fool and the DFS could help them take down Fuentes. Gustavo then asks why they would agree to help them, especially since they aren't exactly on the right side of the law. Teddy then spills the truth that he is a CIA agent which makes Oso an asset. Gustavo laughs and Teddy promptly asked if he wanted justice for Hernan or not.


Irene
[]

Irene is at the bar and Detectives Stern enters and sits next to her. She orders some drinks and Stern makes it clear that if would be talking to the press, he would need some fortification, but agreed to an interview, because he wants to see Franklin Saint get thrown in prison. Later, he goes down a list from Louie filing charges against the police department over what they claimed to be an illegal search and seizure with property damage to complaints about excessive force when she was brought in for questioning. He also pointed out that despite Andre being suspended, it didn't stop him from investigating the Family or questioning Claudia's death under unknown circumstances. Irene asked if Louie really killed Claudia, and Stern makes it clear that the aunt is not his problem, it's Franklin and how he was able to skip out on being charged with killing Kevin. He also stated that Lorena saw the whole thing and the case was ironclad. Irene then stated that none of that was on record. Stern told her this was on record and she may have missed it. Irene is then making it clear she found no record of it. Stern then clarified that he and his pals at the LAPD brought him in, had him arraigned, and his bail was denied, finding it hard to believe that there was no record found. This leaves Irene and Stern to question where that record was.


Franklin
[]

Franklin and Lurp arrive at Rafiki Books. Lurp stands guard outside as Franklin enters and is greeted by Mrs. Mosley and her husband, LJ. Franklin then offers them a proposition, noting he learned about the issues with the city, and how they want to tear down the block. LJ points out that the book store had been a symbol of hope and knowledge in the community, and Franklin lays it down that he and Cissy have an investment group that will keep black owned businesses in black hands. He then offers the Mosley's a chance to make a plan to save the store if they can agree upon something, a proposition that could get the city off of their backs allowing them to stay.


Leon
[]

Leon and Fatback are walking through the Projects and they talk about one of their own quitting the game. Fatback seems to believe Skully is after everyone in the Projects after the failed ambush Franklin set up. Leon does point out that they gave him guns and Fatback notes how crazy Skully is. They then see Wanda berating some of their drug dealers over the bad crack they've been selling. One of the slingers then threatens her and Leon and Fatback jump in and break up the commotion. Wanda then notes to Leon how she is in pain because of the tainted crack his dealers have been slinging. Leon could barely recognize her as he continued walking off with Fatback in tow.


Manboy
[]

Jerome and Louie arrive to meet Manboy for a deal. Manboy states to Louise that she should have seen Jerome in the gun battle at San Pedro, referring to him as Baby-face Nelson as bags are being exchanged. Jerome stated there isn't anything baby-faced about him and Manboy hassles him for his age. He then brought up Franklin fleeing the scene with Rob and mocks him for a bit. The deal ends and Jerome and Louie have a sour mood, especially with Manboy.


Cissy
[]

Cissy arrives at the estate of Paul Davis and upon ringing the bell on the door, she is welcomed in by his assistant, Willy Childress. She is then brought to Paul, who thanked her for the contribution to him and Mayor Bradley. Later, in the gazebo, Cissy pointed out to Paul how she and Franklin bought the fundraising table, because they support Mayor Bradley and they wanted to get Paul's attention. Paul is then curious how he got her attention. Cissy tells him how she was in real estate for 17 years and pointed out how his name carried a lot of weight in large deals in the real estate game as well as politics. She also points out how city council almost always backs him in backing projects. Paul then pointed out how he had to mold relationships and carry the potential to move business forward. Cissy then got down to her reasoning for being at his doorstep, talking about how she and Franklin were looking to acquire some commercial property in South Central LA and in order to maximize a properties value, it would be essential to understand the comps and the competition. She then pulled out a file on his work 4 years prior, and how his company purchased lots in Leimert Park and built the Eastside Business Complex, and noted the local resistance impeded the process, despite his connections. Paul then opened the folder and asked if her son's 'drug money' will be used to help him out, making it clear he knows who Franklin Saint is. Cissy then makes it clear that Franklin is no longer in that business. Paul noted her for coming so far in angling her in his business and asked what she truly wanted.


Teddy
[]

Teddy and Oso are at the DFS office in Tijuana and Gustavo was shocked upon learning Teddy was in the CIA, wondering if running guns to Central America would have gave him away, but pointed out how he was too uptight to be a drug dealer. Teddy then points out that Gustavo is now protected, and Oso points out he is protected by a government that sells cocaine to their own people. Teddy then pointed out to Oso about killing Lorena and getting away with it. Oso agrees to stick with Teddy as long as they get to kill the people who killed Hernan and Nuvia. An assistant opens the door and asks for Teddy McDonald, by his real name. Now Gustavo knows who 'Reed Thompson' is. They meet with the local DFS chief, Rafaela Ibaceta, who gives them the dossiers of the 2 men, including Officer Gutierrez, and states how she was authorized to provide support for them in dealing with Fuentes and his men, but on the conditions that there is no violence conducted in Tijuana, no executions, no shooting up private homes, and no hitting police stations. Rafaela then hands Teddy a file of an estate Oscar would flee to should someone want to come after him and will have it well guarded with men. Gustavo then realizes they need Fuentes to run and feel scared, and he states he knows a way.


Wanda
[]

Wanda is in an alleyway on a disposed armchair smoking crack with some homeless crackheads, one of whom is going on about a dog worth $500, but even Wanda refused to believe there is a dog worth that much. The female junkie then talks about stealing the dog, selling it, and having rock for a full week. Wanda then feels something in her tooth, and as she puts her fingers in her mouth, she pulls out a loose tooth with her gums bleeding. She freaks out seeing that as her crackhead friends laugh about it. She then runs to a broken mirror to check the inside of her mouth and finds the crackheads laughing at her disrespectful. She then takes another hard look at herself in the mirror.


Franklin
[]

At home, Alton is expressing his disappointment with Cissy about her proposition with Paul Davis, and Cissy defends her stance, stating they are prepared to close a deal on a property that the Mosley's could use as a book store because they were going to lose the book store they currently have regardless of the circumstances and Franklin points out they are aiming to do what is right. Alton then states the right thing would be to ask the Mosley's first what they wanted and how they had that store their whole lives. There is a knock at the door and Alton heads over to answer it. Franklin overhears it as Nix appears with an arrest warrant for Cissy. Alton then demands to know what the warrant is for as Franklin enters the living room. Nix then claims that a complaint was made against her and will be brought in for questioning. Nix then handcuffs Cissy as his partner, Officer Neely, holds Alton and Franklin back at gunpoint. Franklin then lets Alton know he'll contact Roger. Cissy then tells Alton to listen to him as Nix drags her to his patrol vehicle. Franklin then exits and tells Nix he is making a huge mistake and lets Cissy know they'll come get her. Nix then drives off.


Cissy
[]

Cissy is now in custody and sitting in the back seat handcuffed as Nix drives down the road. Nix then pulls over near another patrol car to let Neely out. Cissy is then wondering where Nix is taking her. She is demanding where she is heading to and states she has rights, yet Nix is not answering as he turns up his radio. Cissy then attempts to have her voice heard over the radio and Nix stomps the brakes, causing Cissy to fly into the cage separating the back seat from the front. Nix then continues driving and arrives in a dark area. Nix then pulls Cissy out of the patrol car, who is demanding where she is being taken. Upon seeing a graveyard, Cissy is now fearing for her life as Nix takes her further in. Nix then brings her to the grave of Andre Wright and removes her handcuffs. Nix tells Cissy that Andre was a good man, he then throws Cissy toward the headstone proclaiming that Franklin killed him. Soon enough, reeling from the event, Cissy then finds Nix gone and breaks down and cries. Later, Cissy is sitting outside a chapel near some payphones and Franklin, Alton, Jerome, and Louise arrive to get her. Alton is now wanting to know what Nix did to her and she states he was wanting to scare her. Franklin then asked what he said and Cissy states it's nothing she didn't know. She then tells Franklin to finish the deal with Paul Davis as she headed to the car.


Franklin
[]

Back at Rafiki Books, Franklin is going over some documents with the Mosley's and Mrs. Mosley is wondering why Franklin has to buy them out. Franklin explains that way they could be a part of the corporation, meaning the city would lose their leverage. LJ is then curious where he will be if the store belongs to Franklin, who then explains it will still be their store and he is just giving them an investment. Mrs. Mosley is then curious to know how much of an investment and Franklin states he is offering twice the price of the market value for the store, assuming they have legal fees and costs for code violations. He then shows them the cashier's check and the contract. The Mosley's see the check and are astonished as Franklin offers his word.


Irene
[]

Irene is at the home of her ex-husband, Henry Nelson, and she tells him about her discoveries from Detective Stern in the story she is writing. Nelson wipes it off as a possible mistake and Irene points out how Franklin walked out on a murder charge, also stating he may or may not be a cop killer, but is able to collect millions a week dealing crack, and there is someone in the government protecting him. Henry then recommends Irene to calm down since the way she is behaving is sounding familiar to him. He points out how she has passion, but it had her hurt in the past, and he doesn't want to see her get stepped on again. Irene then asks Henry to stay with her for the night and Henry declines, claiming he had started seeing someone. Irene is a little dissatisfied as she told him it was good for him. Henry then claimed he wanted to wait to tell her until it was something real for him. Irene, still crushed, continued to congratulate him with less enthusiasm. Henry then brings up their daughter, Jane, telling her about the internship she received after graduation at J.P. Morgan. Irene is now dissatisfied knowing her daughter will be working at a bank and asks Henry how they allowed that to happened. Henry tells her there is an answer for that as he put on his coat, letting Irene know to give it some time for Jane will come around. Henry notices Irene becoming increasingly fragile and asks if she is okay, and she lies with a yes. Henry then takes off as Irene breaks into tears and sips her whiskey.


Gustavo
[]

Teddy and Gustavo have tracked Nestor down to a nightclub and see he's popular with the security staff. Gustavo hops out and Teddy demands to know where he is heading to. Gustavo tells him to relax as he moves to the club. Teddy then reminds him not to do anything in the public, and Gustavo assures him he need to check on something as he throws on his hood and enters the club. Inside, Gustavo scours the club and passes the pole dancers towards the back where he finally sees Nestor following one of the female staff and Oso following them upstairs. Now that they are away from the public, Gustavo attacks Nestor at the top of the stairs. He starts beating on him and throws his through a door leading to the rooftop. Nestor is on the ground hurt as Oso picks him off, only to toss him off the rooftop onto a picnic table, causing it to shatter and force people to flee. Gustavo is then on the ground floor as he approaches the injured dirty cop and slashes his throat open while carving $100,000 on his forehead.


Oscar
[]

The Tijuana Police Department respond to the incident involving Gutierrez's death and Oscar sees the message he received. Fellow Officer Pedro Kindelin asks who these guys are and how they found Nestor, referring to him as Carlos. After seeing the retaliation for Hernan and Nuvia, Oscar makes it clear they need to leave town immediately.


Teddy
[]

It's the next morning and Teddy meets Gustavo near the border, informing him that Oscar is on the move to his estate, and have at least 2 car loads of men with him. Gustavo then noted how it worked now that they have Oscar where they wanted him, but Teddy stated Oso's actions cost him the support of the DFS and now it's just them versus a possible army of dirty cops. Gustavo then reminded Teddy that they killed Hernan and Nuvia, turning their sons into orphans, and demands to know what Teddy wants from him. He even asked Teddy if he ever lost someone close to him. Teddy then tells Oso that they agree Fuentes and his men must die, but they must be on the same page, otherwise they will get themselves killed. Oso agrees to follow Teddy's rules, so long as Fuentes and his men die.


Franklin
[]

Franklin is meeting with Paul at his estate and offers him the deed, but sought information from him first. Paul notes Franklin's cop problem is taken care of. Instead, Franklin brings up the business complex that is considered a multimillion dollar deal, and asked if he was in his position and controlled the paper to make such a deal a reality, what would he do as he handed him the file. Paul tells Franklin he would ask for a buy in at 10%, then changed it to he would demand it. Franklin likes the answer. Paul then offers to take Franklin to lunch in a weeks time as they close the deal.


Nix
[]

Nix arrives at Captain Wells office. Nix closes the door as ordered. Apparently, Wells states there is an alleged complaint of Nix screwing someone's wife and stealing, he then makes it clear that he is being removed from the precinct, pulled from the streets, and will be transferred to Evidence in Downtown. Nix is beside himself and claims the allegations are false. Wells then gives him a dire warning that any future actions he brings against the police department will not only cost him his job, but could place Nix in legal trouble.


Gustavo
[]

It is dusk and Teddy and Gustavo have reached their destination. They then load up on body armor and weapons as Teddy pulls out his M-16 with a scope attached. They then see the hacienda, preparing for their next move.


Franklin
[]

Franklin returns to Rafiki Books with some dire news for the Mosley's, that they have to move. The Mosley's did not see that coming and Franklin made it known that he sold the store to Paul Davis, letting them know they can keep the money Franklin gave them, but the store is no more. LJ then points out the store was in his family for 3 decades. Franklin then states they have another property for them, with more space but a mile down the road and offers it to them for nothing. Mrs. Mosley feels nothing but betrayal and tells Franklin they won't be taking his handouts. Franklin then made it clear they were going to lose the store regardless of the outcome. Absolutely blindsided, Mrs. Mosley tells Franklin 'Fuck You!' Franklin then tells them they have till Friday to clear out and leaves.


Teddy
[]

Oscar's men are on the patio, playing cards and drinking cervezas as shots are fired, hitting 3 guys in the head. The other guy draws his gun and fires in the direction of the shooter as he bolts to the door, only to get hit in the leg. The wounded man then yells out they have intruders as Teddy approaches and blows his head off. Teddy then approaches the house and gets hit from gunfire inside the house. Teddy then checks to see if the bullet penetrated the vest, but noticed how the shot packed a punch. He then sees another guy approaching and guns him down. Teddy then draws his MP5 and prepares for a firefight.


Gustavo
[]

Oscar and Pedro are making a mad dash out the front door of the house and reaches the patrol car. As they hop in, Gustavo was already in the back seat, as he shot Officer Kindelin in the back of the head multiple times and ordered Oscar at gunpoint to exit the vehicle. Oscar then begs him and suggested possibly working things out. Oso then puts a bullet in Oscars leg and as Oscar hits the ground, Gustavo shoots the other leg as well. As Gustavo approaches the wounded police captain, he gets shot in the ribs by a man on the second floor pathway of the hacienda, who in return, is killed by Teddy. Luckily, Gustavo, has body armor on as he approaches Oscar who is begging. Gustavo then grabs Oscar's throat and strangles him while keeping a gun pressed to his face. Oscar is now dead as Teddy rejoins Oso, who feels nothing but rage after killing the man.


Irene
[]

Irene meets Stern in her car in a parking lot outside a convenience store near Paul Davis's campaign billboard and learns how a file on Franklin's arrest went missing. He even told Irene how he contacted the DEA and provided Irene the name of the agent who saw the shooting. He even pointed out that Lorena has been missing or presumed dead for months. Stern then told Irene that she was working deep cover for month and now there is possible evidence that she may have crossed over and split. Irene then asked what kind of evidence and Stern didn't have an answer. Irene then stated that if Lorena was undercover, she would have a handler, and asked for his name as well as the person Stern spoke to. Stern then tells Irene that this is as far as he is gonna get. Irene is then begging for some king of information. Stern then states that whatever is going on, people are dying, and others are going to great lengths to cover it up. He then points out that this is something that could get her killed. Irene then lets Stern know that the truth beats a bullet anytime. Stern finally gave Irene Tony's name, stating he was Lorena's handler, suggesting her to start there, but asks her to be careful as he bids her good luck and leaves.
