Surrender is the eighth episode of the the second season of Snowfall. It is the eighteenth episode overall.
Outline
Franklin resorts to extreme measures when dissatisfaction in his crew reaches a fever pitch. Lucia and Gustavo secure a deal to save their lives. Teddy travels east to try and alleviate pressure.
Summary[]
Lucia[]
The episode begins with the aftermath of Pedro's death. Lucia is at the payphone contacting Gustavo at the warehouse to let him know that Pedro is dead. She then informs Oso over the phone that Gabriella hasn't been contacted yet and will need his help showing them how to cook the rock, then she asks about Lorena. Gustavo states she just standing around waiting and plans to lie about the connect showing up in the morning. Lucia then weeps knowing she killed her cousin. DEA agents, led by Agent Marino, bust through the door to apprehend Oso and Lorena finally makes her cover known. Oso warns Lucia of the raid before being swarmed by DEA agents. Lucia begs for him to run but is too late. The phone call ends for Lucia in frustration as she runs back to her car.
Teddy[]
Teddy is now back in Washington D.C. at the CIA Headquarters, looking for Agent Ballard only to learn for a secretary he's not there. The secretary walks into another office while Teddy waits in the hall, only to learn that one of his bosses, Agent Grace, is unable to see him. Teddy doesn't accept that answer and insists to see him, yet the secretary is adamant about Grace not wanting to see him and advises him to make an appointment. Teddy is very demanding on wanting to know what happened with James. Again, the secretary states he's no longer in his position. Teddy is getting frustrated with the secretary at that point, and wants to know why exactly he is no longer in that position. Unfortunately, the secretary didn't have an answer to provide. Teddy then asked if he might have left any files from the LA office anywhere, and there was nothing from her lips. He then walks away noting to her that she knows nothing and his boss doesn't want to see him. The secretary then gives one final advice to Teddy to make an appointment, which Teddy says in unison, and walks toward her vexed, telling her he is on a time table, expresses that he understands to her, and vacates.
Franklin[]
Franklin, Leon, and Kevin are walking down the street reminiscing about their childhood and approach an area where there are two houses for sale. Franklin throws each set of keys for Leon and Kevin. While Leon is shocked and gracious for Franklin getting him a new crib, Kevin, however, jumping up and down, even Franklin noticed and asked. Kevin stated he was thinking about something else as he approached his new home. Franklin pointed to another house claiming he was trying to buy it, but the owner isn't interested in selling. He then talked about how it would be all 3 of them on the same block. Franklin, with a lot going on his mind, thanked Franklin and head to his house.
Lorena[]
Oso is at the DEA safehouse in custody being interrogated by Lorena on Lucia's whereabouts. Gustavo continues to stay silent while Lorena goes down a list of charges they plan to nail him with and even threatened to out him as a snitch to place La Fuerza's sights on him. Gustavo then demands a lawyer. Gustavo's pager goes off and Lorena reads it. She then heads into another room with Tony on the recorder and calls the number from the pager.
Lucia[]
Lucia is at the phonebooth outside a restaurant fronted by La Fuerza expecting a call from Gustavo, only to hear Lorena on the other line letting her know he is in custody. Lorena then asks where Pedro is. Lucia then lies about his whereabouts. Lorena then gives her a chance to turn herself in stating there is no place for her to hide. Lucia ends the call, approaches Chumacho, and enters the restaurant. They head towards the kitchen where Gabriella and Vuelvas are waiting. Lucia then makes it clear with Gabriella that she and Oso are free once she shows them the process.
Franklin[]
Franklin is sittings on Jerome's front porch reading a comic book and drinking a soda when Cissy pulls up. She makes it known she knows it was Franklin who paid off the mortgages in full using an alias and drug money and states she can't accept it. Franklin became offended, knowing she was gonna lose the house, and Cissy made it known she would rather be homeless and spoke about finding a new place. Franklin is infuriated to find out how ungrateful his mother is for not accepting his help in saving her home. He reminds her that she played by the rules and was screwed over and stated he just bought a house with cash, while Cissy claimed it to be illegal cash while using a false name. Franklin then reminds his mother how she spent 10 years kissing Tulf's ass and still getting the pink slip and the fact that the bank was gonna take the house for just being a grand behind on house payments. Franklin then tells Cissy how the black community has been getting screwed over for centuries and calls her ungrateful for not wanting a free roof over her head. Franklin is fed up at that point trying to help his mother out and returns back inside Jerome's house. Cissy tries to stop her son but could only break into tears.
Teddy[]
Teddy is still at the CIA Headquarters, waiting outside another office when his ex-wife, Julia, appears being led by another agent. She asked Teddy what he was doing there and he states he was looking for James and was only getting mixed signals, but even Julia couldn't help him there. He then asked why James didn't call him, which frustrated Julia, knowing Teddy's history of not answering peoples calls or calling back. Teddy, knowing her pain, apologizes for the way things ended and begs her on how important this is. Julia states before she enters that it will be elsewhere at another time. Teddy then suggested meeting him at Winston's which she agreed and returned to her office.
Lucia[]
Lucia is still at the restaurant showing the Elias's the final phase of cooking the rock. As soon as she finishes, Gabriella states to Lucia that she bought her life. Lucia then makes it known she wants to be free of their arrangement. Gabriella agrees in her own condescending way and tells Lucia to leave immediately.
Jerome[]
Franklin and Jerome are at the table talking about Cissy knowing her pride is what will be her downfall. Louise then appears with a bruised eye, a cut above the eye, and a bag. She thanked Jerome for everything and stated she will be staying at a friends for a few days. Jerome asks Franklin to give them a minute alone, which Franklin adheres to and Jerome begs Louise not to leave. The telephone and Jerome answers it. Peaches is on the other end, informing Jerome that Wanda ransacked from the cook house and used a frying pan to knock out Renny in the process. Jerome is not happy to hear that and Franklin overhears everything. Franklin heads out to the vehicle and as Jerome is prepared to head through the door, he asks Louise to just chill there and leaves.
Lorena[]
Tony informs Lorena that there is an APB on Lucia and Pedro, but Lorena believes Pedro is dead and Lucia is gone now that she knows she is with the law. A beeper went off and Lorena checks it then dials the number and calls Lucia, who agrees to hand herself over in exchange that she knows who 'Soledad Caro' really is. Lorena obliges Lucia by dropping her name. Later, Lorena and Tony find Lucia parked on the side of a road and approach her with guns drawn declaring her under arrest. Lucia demands to see Oso, and Tony lets Oso out of the back of the car in handcuffs. Lorena then approaches Lucia and handcuffs her and takes her straight to her car.
Franklin[]
Peaches kicks open the door of Wanda's home Franklin, Jerome, and Leon in tow to find her siblings sitting on the couch high and watching television. Jerome demands to know where Wanda is at and they are too baked to provide an answer. Peaches walks through the back to the kitchen and sees Wanda bolting toward the back door only to be caught by him with the product in hand. Peaches through her to the ground in front of the guys and Leon is not happy with her. Wanda was telling Leon she was the one who cooked it, ergo it was hers. Peaches has had enough of her but Leon states he can handle her, which Franklin doesn't believe now. Wanda then tries to fight for the bag of rocks. Leon then loses his mind and realizes Wanda is high on the rock. He picks up Wanda and takes her outside, knowing he's got to ween her off the rock, but Wanda starts fighting him and demands those rocks be returned to her. After some of the guys leave, Wanda's Aunt Reesee asks Franklin to hand her a pipe, knowing what kind of effects his drug has on some people.
Teddy[]
Teddy is at Winston's waiting on Julia while watching the news and sees her entering. He approached her and discreetly asked her what happened to James. She told Teddy of a rumor involving a failed polygraph test, but only a rumor. Teddy then mentioned that James had a file that would absolve him of any wrongdoing. Julia, of course, suggested that James may have screwed him over. Teddy now needs to know who's running the op in James stead. Julia made it clear she and Teddy don't work together no more nor are they married and she cannot help him. Teddy then promises her that should things go sideways, she won't be touched and vows to take the fall for any actions. He even states he'll protect everyone except for James and the company. Julia sees that as a threat, but Teddy is making it known she and Pau will be protected but he will raise hell on the CIA. Julia now believes Teddy to be insane and asked if he knew what he was saying, and Teddy made it known he knew what he was saying and told Julia to give his message to the hierarchy's and takes a shot of his whiskey as she leaves.
Lucia[]
At the DEA safehouse, Lucia is now in custody with Gustavo. Lorena offers them a deal in exchange that she rolls on her suppliers and customers. Lucia only agrees to give up Teddy and Matt but Lorena is not having it. Tony pulls Lorena out of the room to talk to her. Gustavo then whispers to Lucia about how they could all of a sudden become snitches and are winding up like Pedro. Lucia is fine with it, noting Pedro betrayed his family, and that the suppliers would have done the same thing in their shoes. She even contemplated running, but not without Oso. Gustavo agrees with Lucia at that point.
Leon[]
Leon has returned to his new home with a drug-addled Wanda, who is begging him to take her back to her grandmothers place. Leon ignores and ties her up to pipe under the bathroom, citing she will remain there until she is off the rock. Wanda began throwing insults in Leon's direction and calling him Franklin's lapdog. Leon then heads for the front. Wanda asks how long she had to be there, and Leon states she is to sit there until she stops being crazy. She then frets about what happens if she has to pee, and Leon tells her to just pee on the carpet since he's remodeling the house anyway. He exits the house and sees Kevin preparing to leave as well. Leon then confronts Kevin about the unanswered pages he sent him, stating the issues they had with Wanda. Kevin then tells Leon that the homes they live aren't even in their names. He told Leon he investigated the houses and learned from the old owner that Franklin's company owns the lot. Leon defends Franklin citing he doesn't want their names involved and Kevin refuses to believe that, stating he only gave them the home just to keep them happy. Leon reminded Kevin they had nothing months prior to running the coke game and calls Kevin ungrateful. Kevin, however, tells Leon not to trust Franklin and asks him to take care of his family should anything happen to him. Leon agrees to watch over his family but demands to know what is going on. Kevin made it known that Franklin knew all along who killed Victor and Delroy and never said a word, stating 'She told him'. Leon wants to know who told him and Kevin refuses to answer that, calling Franklin a liar and tells Leon not to trust Franklin before walking off.
Louie[]
Louie is asleep on the couch as Jerome is moving the bench on the porch, waking her up in the process. He then enters the house and tells Louie she doesn't even want to know about it, but is hopefully taken care of. Louie then asks why she is still at the house while LeRon is waiting on her. Jerome then tells her he has something to show her outside. She takes a look at an old bench he placed on her porch and asked what that was. Jerome reminded her that was the bench they sat on from their first date at the Redondo Beach pier and brought up a lot of memories to her. Louie laughed about it while still feeling the bruised on her ribs while reminding him how he forgot his wallet at home and how she had to pay for dinner. Jerome pointed out the bench was bolted down and he practically stole the bench from the pier. Louie sits down for a moment while Jerome tells her he has something else for her. He runs inside and brings her a duffel bag full of cash consisting of 110 grand then offers it to her. Louie then tells Jerome it's not about the money. Jerome understood as he sat next to her and promised to fixed things in the relationship. Louie then laid her head on Jerome's shoulder.
Teddy[]
Teddy is still at Winston's waiting on someone from the CIA to arrive and is approached by Agent Stephen Havemeyer who knows what happened to Agent Ballard and answers only to the Director. He even reminded Teddy that he was forbidden from contacting anyone from the CIA period, especially the DDO, and was not supposed to be there, let alone, threaten to blow the whistle. Teddy then pointed out it was the only way to get his attention. Stephen then demands to know why he was there. Teddy pointed out that he was making huge strides by himself, tripled his allocations, and will be able to complete his job, with or without Congress. He also requested help getting rid of a DEA problem. Teddy tells Stephen he can refuse if he wants, but reminds him what's at stake, stating his operation will be kaput if the DEA problem doesn't go away. Stephen then points out that to do so, they would have to destroy James file he had for Teddy, downgrade his security clearance, and offer a trade. Teddy agrees to the terms and offers Diego and Danilo to the CIA.
Matt[]
Diego and Danilo are hosting a party and a cock fight at the home while Matt is gagged and tied up and being force fed cocaine by the Colombians. Matt is not enjoying himself or the cocaine, yet the Colombians seem to have a blast. The phone rings and Danilo answers it to learn it's Teddy informing them they are back on schedule and requests to speak to Matt. Danilo points out they are feeding Matt some coke and plan to pit him in a cock fight against the roosters. Matt starts experiencing some symptoms from the cocaine he was force fed. They removed the duct tape from his mouth and place the phone next to Matt. Matt loses it, begging Teddy to get back, and hallucinates about seeing things, especially chickens. Teddy then tells Matt to stop doing cocaine, but Matt tells his brother they are forcing it on him and talks about his heart beating in a weird manner like in a Colombian lullaby. Diego then suggests feeding him more coke, pulls the phone away from Matt, and tells Teddy to get the business resuming again, otherwise Matt would find himself battling the roosters. Teddy assures him the issue is fixed and requests them not to give Matt anymore cocaine. Diego then states it's only the beginning as they hang up and bring Matt more coke.
Leon[]
Back at the house, Leon is just watching Wanda as she begs to be released and asked why Leon is doing this to her. Leon states it's only because he loves her. Still high and on the rock, Wanda is still begging Leon to let her go and makes an empty promise to stop smoking crack. Leon tells her it's just to sober her up, but Wanda is just lashing out at Leon while throwing more insults into his direction. Franklin enters the house and Wanda lashes out at him. Franklin signals Leon to come outside and he follows while Wanda is flipping out at them and further insulting Leon. Outside the house, Wanda is still screaming, and Franklin asked Leon if he knew where Kevin was since he checked his home to find no one there. Leon then told Franklin that Kevin was going off about him lying over Victor and Delroy, and not telling him about who killed them. Franklin snapped, knowing Kevin would put the business and South Central in jeopardy. Leon then pointed out that Kevin found out because 'she told him'. When Franklin asked who 'she' was, he realized it was Lucia. Franklin told Leon how the Villanueva's wanted the recipe in exchange for the killer and refused to give up the recipe, only for them to get it from Kevin. Leon refused to believe that Kevin would betray the Family but Franklin states he'd been wanting payback for Delroy and tells Leon to follow him.
Lorena[]
Back at the safehouse, Lorena confronts Lucia about how the LAPD found Pedro shot dead in an alley and accuses her of killing him even after turning herself in. Lucia denies it and Lorena grabs Lucia's shotgun wound, causing Lucia some pain, and talking about dragging her to the morgue to ID him. Lorena then brought up how Pedro shared with her having nightmares of his family learning about them and killing him. She would even bring up how he would cry in the middle of the night about how Lucia killed his father. A page goes off on Lucia's beeper and Lorena checks it, asking who the code came from. Lucia states it's from a black kid who sells the rock in South Central. Tony then asked if he sold the rock to her and where he gets his coke from. Lorena then places the phone in front of Lucia and tells her to call him while she and Tony record and listen in on the conversation. Lucia then calls Franklin, who is not happy with the fact that she went to Kevin behind his back for the recipe. Lucia then told him it was urgent and stated it would have gotten out eventually. Franklin then asked what she gave Kevin in return, offering him Delroy's killer and potentail starting a war. Franklin then demands to know where Kevin is, and Lucia refuses to answer, stating it doesn't matter for it will be over soon. Franklin refuses to accept that answer and demands his whereabouts. Lorena mutes the call and asks if any of that was true. Lucia complies and Lorena orders her to tell Franklin the location. The call resumes and Lucia tells Franklin it will happen at Acuña Park, telling him to hurry. The call ends and Lorena tells Lucia to come with her to the park because she wants the kid ID'd. They arrive at Acuña Park and Lorena orders Lucia out of the car. Lucia refuses, knowing being seen with a federal agent would make her a target, and tells her the hit will happen in the park. Lorena is not wanting to play games and tells Lucia she wants her to point out the guys she contacted at the DEA safehouse. Lucia refuses to move, claiming to not want to be there when the shooting starts, and tells Lorena to look for 2 black guys in a Hispanic park. Lorena has had enough of Lucia and handcuffs her to the car, then exits the vehicle.
Kevin[]
Kevin has arrived at Acuña Park ready to carry out his hit and sees Franklin and Leon pulling up behind him. Franklin attempts to stop him, stating his actions will only bring war on South Central. Kevin refuses to listen to reason and tells Franklin to get out of there. Franklin then snaps at Kevin stating this would be over 2 low level idiots who disobeyed a direct order. Kevin turns around telling Franklin that they were family and accuses him of only caring about covering his own ass and the money. Kevin then reminded Franklin that without them, there would be no business. Franklin then tells Kevin to calm down. Kevin then further accuses Franklin to his face of betraying him, Victor, and Delroy as well as lying to him and Leon. Kevin then referred to Franklin as a traitor to his people and refuses to follow someone like that and continues further into the park. Leon runs to Kevin and tries to stop him as well, and Kevin talks about how his aunt cries herself to sleep on a nightly basis while Franklin is buying houses and makes it known he's gonna do right by her. Kevin then tells them to leave as he continues toward the park. Franklin follows him further in telling him it's broad daylight and asks if he's really do this where there are witnesses. Kevin refuses to answer as he spots Conejo with his daughter and a social worker. Franklin then draws his gun and states to Kevin he can't let that happen. Kevin turns around tells Franklin he ain't built for this then turns back around, covers his face with a bandana, and draws his weapon. Knowing that Kevin cannot be reasoned with, Franklin has his gun trained on him. Kevin fires a shot towards Conejo's direction but missed and hits a trash can. Conejo jumps to his daughter to cover her while everyone else runs. Lorena then runs out, identifying herself as DEA. As Kevin is prepared to take out Conejo, Franklin fires a bullet right through Kevin's back. Lorena then runs out ordering Franklin and Leon to freeze, but Franklin and Leon make a run for it. Lorena halts her pursuit of Franklin and Leon and checks on Kevin who is dying.
Epilogue[]
Everyone in the park is running and panicking as they heard the gunshots. Conejo is running with his daughter in his arms, knowing they were almost killed. He then recognizes Lucia handcuffed in Lorena's car, realizing she may have been behind the failed hit. Franklin and Leon finally reaches the vehicle and Leon shouts at Franklin asking why he shot Kevin. Franklin could only weep knowing he may have killed Kevin just to prevent a war.
